Navies and Underwater Cultural Heritage:

Military Legacies, Operational Practice and Shared Responsibility

Abstract

This article calls on navies worldwide to recognize underwater cultural heritage as both a military legacy and a shared global responsibility. Submerged shipwrecks, war graves, and military constructions reflect histories of conflict, geopolitics, and naval identity. Yet, they are often at risk from ongoing military operations, unexploded ordnance, and polluting wrecks. Naval activities, such as amphibious landings and coastal training, must account for these cultural and environmental sensitivities. Navies possess the tools, expertise, and reach to lead protection efforts while preserving their operational readiness. By integrating heritage protection into policies and training, engaging local and Indigenous communities, and acknowledging intangible values, navies can ensure these sites endure. Beyond preservation, underwater heritage offers strategic insights, enhances maritime domain awareness, and fosters naval diplomacy. Navies have a unique opportunity to safeguard these submerged archives for future generations, while learning from them in turn.

Author Biography

  • Elena Perez-Alvaro, Marie Curie Fellow

    Dr Elena Perez-Alvaro is an internationally recognized expert in underwater cultural heritage, with a particular focus on its protection in contexts of armed conflict, environmental risk and maritime governance. Her work examines the ethical, legal and operational challenges associated with submerged cultural sites, combining academic research with sustained fieldwork across island and coastal contexts. She is currently a Marie Skłodowska-Curie Fellow, supported by the European Commission, with research appointments at the University of Guam, the University of Auckland and Universitat Pompeu Fabra. Dr Perez-Alvaro serves as Chair of the Underwater Conflict Heritage Working Group of Blue Shield International. In addition, she is an Expert Member of the ICOMOS International Scientific Committee on Underwater Cultural Heritage ICUCH.

    She is the author of Underwater Cultural Heritage: Ethical Concepts and Practical Challenges (Routledge, 2019) and The Hidden Hand of Underwater Cultural Heritage (Brill, 2025), as well as numerous academic articles and book chapters on underwater cultural heritage, conflict, ethics, environmental risk and ocean governance.
