New Missions and Roles of the Military Forces: The Blurring of Military and Police Roles in Nigeria

Abstract

No doubt, the existence of the military is a sine qua non to the continuing existence of the polity. But when not properly managed or deployed to perform functions that are alien to its constitutional and traditional responsibilities, the outcome is usually telling, that is the thrust of this paper. Using two case studies of circumstances when the military was deployed to perform police duties more so, in a democratic dispensation – Odi and Zaki-Biam massacre – the paper chronicles the damage done as a result of the over militarization of the civil polity. The paper infers that it is not the best for the country to blur both the military and police functions in critical moments. The paper is a modest contribution to the debate on civil military relations in Nigeria.

Emmanuel O. Ojo

Dr. Emmanuel O. Ojo is currently a Senior Lecturer and was a one-time Head, Department of Political Science at the University of Ilorin, Nigeria between 1 August 2004 and from September to July 2006. He has published widely on democratization, political communication, federalism and civil-military relations. His noted works include: 'The New federal Capital Territory as an Integrative Mechanism in Nigeria', Indian Journal of Politics, vol. XXXII Nos. 1 & 2, 1998; 'The Military and Political Transition in Nigeria: An Indepth Analysis of General Babangida's Transition Porgramme (1985-1993), Journal of Political and Military Sociology, Vol. 28 No. 1 (Summer) 2000; and 'The Mass Media and the Challenges of Sustainable Democratic Values in Nigeria: Possibilities and Limitations', Media, Culture and Society; Vol. 25, 2003; 'Taming the Monster: Demilitarization and Democratisation in Nigeria", in Armed forces and Society, January 2006 Issue, Vol. 32 No. 2. He equally edited Challenges of Sustainable Demcoracy in Nigeria, John Archers PublIshers, Ibadan, Nigeria, 2006. His latest book in press is Federalism and Integrative Mechanisms in Nigeria.
